Im Chicago der 1930er Jahre macht die Mafia um den Gangsterboss Alfred 'Al' Capone während der Prohibition florierende Umsätze mit illegalem Alkohol. Die korrupte Polizei deckt ihn dabei. Eliot Ness, Beamter des Finanzamts, stellt eine kleine Truppe unbestechlicher Mitstreiter zusammen.
