Nascimento jagt als Hauptmann einer Polizei-Eliteeinheit in den Favelas von Rio de Janeiro im Jahr 1997 Drogenbosse und Gangmitglieder. Nach der Geburt seines ersten Kindes will der Mann die Einheit verlassen, muss aber zuvor noch einen geeigneten Nachfolger finden. Zudem hat der Papst seinen Besuch in der Metropole angekündigt und will in Schussweite der brandgefährlichen Slums nächtigen. Nascimento hat also alle Hände voll zu tun, mit weisser Weste aus dem Schlamassel herauszukommen, und schreckt auch vor drastischen Mitteln nicht zurück.
