I primi, difficili anni di regno di Elisabetta Tudor (1533-1603), figlia (ripudiata) di Enrico VIII e Anna Bolena, che nel 1558 succede sul trono alla sorellastra Maria, rifiuta di sposarsi e, scampata agli attentati, diventa la Regina Vergine, dopo aver eliminato nemici esterni e interni. Dopo una ventina di film muti e sonori (con Sarah Bernhardt, Florence Eldridge, Bette Davis, Jean Simmons, Glenda Jackson, ecc.) ecco un'Elisabetta interpretata da una giovane e brava attrice australiana, scritta dall'inglese Michael Hirst e diretta da un regista pakistano, classe 1945, ex attore.
